What is cmAtmVclLastChange?
A read-only TimeTicks value recording the sysUpTime at which this VCL entered its current operational state. This lets an admin determine how long a VCL has been in its current up or down state, useful for correlating a circuit flap with other events around the same time. If cmAtmVclLastChange shows a very recent timestamp on a VCL the admin expected to be stably up, they would suspect it just flapped and investigate what caused the recent state change.
