Description: This object is instanciated only for a VCL which terminates a VCC (i.e., one which is NOT cross-connected to other VCLs). Its value specifies the desired administrative state of the VCL. In the system, setting this value to Down will disable the VC from transporting user data. Setting this value to Up allows the VC to be available for trsporting user data traffic.

What is cmAtmVclAdminStatus?
A read-write enumerated value specifying the desired administrative state of this VCL, applicable only to a VCL that terminates a VCC rather than being cross-connected, defaulting to down. Since new VCLs default to down, an admin must explicitly set this to up before the circuit will actually carry user data traffic, making it an easy thing to forget when provisioning. A newly created VCL that appears configured correctly but isn't passing any traffic would prompt the admin to check whether cmAtmVclAdminStatus was left at its default down state.
