What is mstpPerInstCfgStatus?
This read-create RowStatus object controls creation, activation, and removal of an MST instance's table entry. An admin uses it to provision a brand-new instance before assigning VLANs to it via mstpPerInstCfgVlanGroup. For example, setting this to createAndGo(4) creates instance 2 as a new table row so VLANs can then be mapped into it.
