This read-write value sets how long, in seconds, the port waits after a failed authentication attempt before allowing another attempt. An admin increases this to slow down repeated failed attempts from a device, which also reduces the load a misbehaving or attacking device can place on the RADIUS server. For example, increasing the quiet period after noticing repeated authentication failures on a port slows down what could otherwise be a rapid brute-force attempt against the RADIUS server from that connection.
