An admin uses this as a catch-all check that the sum of all state counters accounts for the total process count, and a large other-states bucket may prompt closer investigation into the more specific state counters. For example, if this number grows unexpectedly, the admin might check the Suspended-state count elsewhere in this MIB to see if a batch of processes has been suspended rather than actively running or waiting.
