What is vmsSystemCpuBusy?
This counter reports the cumulative CPU busy time, in 10-millisecond ticks, since boot, as tracked in the general System statistics group. An admin computes overall CPU utilization by comparing successive readings of this counter against elapsed wall-clock time. For example, if this counter's growth over a 60-second poll equals roughly 6000 ticks, the CPU was essentially saturated during that minute.
