This counter reports how many suspended processes have also been swapped out of memory while they wait to be resumed. Since suspended processes are inactive by definition, VMS commonly reclaims their memory, so this count tells the admin how many held jobs are also not consuming physical memory right now. For example, a batch job suspended for an extended investigation would eventually be outswapped and counted here rather than left resident and idle.
