This is the number of clock ticks a specific CPU has spent in User mode, excluding compatibility-mode time, since the system was booted. An administrator uses this to see how much of a CPU's time is spent running actual application code as opposed to operating system overhead. For example, a system dominated by vmsModeUser ticks relative to kernel and executive ticks would indicate the CPU load is mostly driven by user applications rather than system services.
