This counter reports the current total number of active locks held across the system at the time of the snapshot. A steadily climbing value without corresponding growth in application demand could indicate locks are being leaked, acquired but never released, gradually consuming lock-management resources. For example, if this number keeps rising overnight when no new batch jobs are supposed to be running, the admin should look for a process failing to release its locks on exit.
