This is the subagent uptime timestamp recorded when file system cache statistics (the vmsFile counters) were last updated. An administrator uses this value to confirm how current the file system cache-hit data is before drawing conclusions from it. For example, an old vmsFileUpdateTime relative to the current uptime would tell the administrator the file system statistics haven't refreshed recently, perhaps because vmsFileUpdateInterval is set very high.
