This is a count of jobs waiting in server (batch) queues that have been submitted but are not yet ready to execute, often because they are waiting for a resource or dependency to become available. An administrator watching this value can spot batch work accumulating without running, which may indicate the batch server queue is starved of available execution slots. For example, several nightly batch jobs submitted at once but waiting for a shared data file to be released would show up as pending here.
