This is a count of outswapped processes that are in the computable state but have been swapped out of memory, waiting to be swapped back in before they can run. An administrator watches this value to detect memory pressure severe enough that VMS is swapping ready-to-run processes to disk, which adds latency before they can execute. For example, a rising sPsCOMOQueue alongside high sPsPgFaults system-wide would point to insufficient physical memory for the current workload.
