An administrator sets this to be alerted when memory pressure is severe enough that ready-to-run processes are being swapped out rather than executed. For example, setting sCfgCOMOQueueLimit low on a memory-constrained system would ensure the administrator is quickly notified as sPsCOMOQueue starts to climb.
