This counter counts frames the repeater had to discard on its own NIC because no receive buffers were free to hold them. A steadily increasing value means the IN3000's own management interface is being overwhelmed with more inbound traffic than its buffer pool can absorb, which can cause it to miss polls or lose SNMP responses. An admin who sees repeater buffer exhaustion here would consider reducing the polling rate or traffic aimed at the device's own address rather than at the repeater ports it manages.
