If wvLinkxxxAverageRSL in a given wvLinkThresholdMeasurementInterval gets above this value a averageRSLLow is set, to be canceled if the value gets below wvlinkAverageRSLLowAlarmThresholdLow (see below).

What is wvlinkAverageRSLLowAlarmThresholdhHigh?

This read-write integer, in dBm, defines the average-RSL threshold above which the terminal enters its link averageRSLLow alarm state, based on the wvLinkxxxAverageRSL value measured over each threshold interval rather than an instantaneous reading. An administrator relies on this averaged metric to avoid reacting to momentary signal spikes and instead flag a sustained drop in receive level. For example, this alarm catching a change that the instantaneous rslLow alarm misses would point to a steady link degradation like antenna misalignment rather than brief fading.
