An admin needs this to correctly interpret the error and RSL counters, since a short count time means the other Link stats only cover a brief recent window rather than a long, stable baseline. For example, if wvLinkPerformanceCountTime shows only 300 (3 seconds), the Modulation was just changed and the accompanying error counters have barely begun accumulating, so they shouldn't be compared against a full day's error history.
