What is wvLastTestSignalTime?
This read-only TimeTicks value, relative to sysUpTime, records when the insert-test-signal BER test was last performed. An admin checks this timestamp to judge how current the wvLastTestSignalBER reading actually is before relying on it to certify a repaired line. For example, if wvLastTestSignalTime shows the test ran only minutes ago, the admin can trust the accompanying BER result as reflecting the line's present-day condition rather than a stale measurement.
