This Counter32 tracks the total number of octets transmitted out of the interface, including framing characters. An administrator uses it to measure outbound traffic load and, compared with the inbound octet counter, to see whether the link's traffic is roughly symmetric. For example, cnt2IfOutOctets growing much faster than cnt2IfInOctets on the same interface shows the port is currently upload-heavy.
