This gauge counts the number of DHCP server response packets that the relay rule at the corresponding index has rejected instead of forwarding to clients. It lets an administrator see when a DHCP server's replies are being blocked by relay policy, which could otherwise look like unexplained lease failures at the client end. For example, a rising count here alongside client complaints of failed DHCP renewals would point the admin toward checking why this rule is rejecting the server's offers or acks.
