This gauge shows the number of DHCP transactions that are currently in progress through the relay, such as clients midway through a DISCOVER/OFFER/REQUEST/ACK exchange. It helps an administrator spot whether DHCP negotiation is proceeding normally or backing up, since a persistently high in-flight transaction count can indicate slow or unresponsive DHCP servers on the other side of the relay. For example, this counter staying elevated for minutes at a time would suggest clients are timing out waiting for offers rather than completing leases quickly.
