This read-write RowStatus creates or deletes a fragment of an authorized user's public key, and per the description, the user's key entry is effectively deleted once no fragments remain. Admins care because this is literally how they revoke a user's SSH key-based access, by destroying every fragment belonging to it. For example, an admin sets destroy on every fragment row belonging to a departing employee's public key, removing their key-based SSH access entirely once the last fragment is gone.
