What is rlRadiusServClientInetUseGlobalKey?

This read-write TruthValue determines, per its own description, whether this client uses the global default key instead of its own per-client key. It matters because it's a convenience switch: setting it true lets an admin avoid configuring a separate key for every client when the shared default is acceptable. For example, an admin managing dozens of identical access points might set this to true for all of them so a single default-key rotation updates every client at once.
