What is rlInterfaceQueueStatisticsClear?

This read-write InterfaceIndexOrZero scalar tells the switch which interface's queue statistics to clear, with a value of 0 meaning clear statistics on all interfaces. It gives an admin a targeted or switch-wide way to reset the transmitted and dropped packet and byte counters before starting a fresh measurement window. For example, an admin about to run a controlled bandwidth test on a specific port would set this to that interface's index to clear only that port's queue counters beforehand.
