What is rlPolicyVlanCfgVlanId?
This read-only VlanId serves as the key identifying which VLAN a row of the per-VLAN policy configuration table applies to, even though the field's description text literally reads "Interface index," a naming quirk carried over in the source MIB. It lets an admin see which VLAN a given rate-limit configuration in this table actually governs. For example, seeing VLAN 100 as the key on a row tells the admin the accompanying rate-limit settings apply to all traffic on VLAN 100, not to a physical port.
