Description: Specifies either the upper limit on the throughput of the queue as a percentage of the throughput of each output port on which the service class is implemented. If zero, there is no maximum rate. This field can not be set by the user if rlDiffservModeEnabled = disabled and rlPolicyServiceClassPriority = 0 or rlDiffservModeEnabled = enabled and rlPolicyServiceClassPhbType != expeditedForwarding or rlBoundedPriorityQueueSupport = notSupported.

What is rlPolicyServiceClassTentativeMaxRate?

This read-write integer gives the maximum throughput percentage this tentative service class's queue may consume on each output port, with zero meaning no ceiling, subject to the mode-dependent restrictions listed in its own description. It caps a traffic class so it cannot monopolize port bandwidth even if it has data ready to send. For example, capping a bulk-downloads service class at 30% keeps large file transfers from crowding out other classes during peak usage.
