What is rlPolicyServiceClassTentativeCbsQueueShaper?
This read-write integer gives the Committed Burst Size, in bytes, allowed by this tentative service class's queue shaper, and is not applicable when the shaper is disabled. It determines how large a momentary burst above the CIR the queue can send before the shaper starts holding back traffic. For example, a larger CBS value lets short video-frame bursts pass at a higher instantaneous rate while the shaper still enforces the long-term CIR.
