Description: Specifies either the upper limit on the throughput of the queue as a percentage of the throughput of each output port on which the service class is implemented. If zero, there is no maximum rate. This field can not be set by the user if rlDiffservModeEnabled = disabled and rlPolicyServiceClassPriority = 0 or rlDiffservModeEnabled = enabled and rlPolicyServiceClassPhbType != expeditedForwarding or rlBoundedPriorityQueueSupport = notSupported.

What is rlPolicyServiceClassActiveMaxRate?

This read-only integer reports the maximum throughput percentage currently allowed for this active service class's queue on each port. It lets an admin verify the live bandwidth ceiling actually capping a traffic class, useful when diagnosing why a class isn't exceeding a certain rate. For example, seeing this at 30 explains why a bulk-transfer class's throughput plateaus at roughly 30% of a saturated port.
