What is rlPolicyPolicyStatisticsEnableCounting?
This read-write TruthValue turns this particular policy statistics counter on or off. Since counting has a resource cost, this lets an admin selectively enable statistics only where they're needed for monitoring or troubleshooting. For example, enabling this on a port suspected of a policy misconfiguration lets the admin start collecting drop and match counts to diagnose the issue, then disable it again afterward.
