This read-only enum (device/port) reports whether queue scheduling parameters are configured once per whole device or independently per port. This tells an admin the granularity at which they can tune queue behavior, a single global schedule versus a distinct one for each port. For example, a device reporting port(2) lets an admin configure different service-class rate limits on an uplink port versus an access port, whereas device(1) would force the same schedule everywhere.
