An administrator toggles it when the device needs to resolve hostnames itself, for example for NTP or update servers, versus environments where DNS resolution should be disabled entirely. For example, in a locked-down deployment with no DNS access, an admin would set this OID to disable(2) to stop the device attempting DNS lookups.
