An admin cares because on a port where STP is intentionally disabled, choosing to filter BPDUs prevents that port from processing spanning-tree control traffic it isn't participating in, which matters for security or isolation on edge ports. For example, an admin who disabled STP on a port facing an untrusted device would set this to true so any BPDUs sent by that device are simply dropped rather than processed.
