This read-write TruthValue toggle decides whether this TACACS+ server entry uses its own configured secret key or falls back to the switch's global default key. Setting it to true tells the switch to ignore rlTacacsServerKey and authenticate against this server using rlTacacsGlobalDefaultKey instead, which lets an admin roll out one shared secret across many servers without re-entering it per entry. For example, an admin adding a fifth TACACS+ server that uses the same secret as the rest would set this to true rather than retyping the key.
