This read-write INTEGER (0-15) is an action object: writing a privilege level value to it unlocks the system password for that level, the value is never saved to non-volatile storage, reading it always returns zero, and writing zero performs no action. An admin cares because it's the remote way to recover from a locked level-15 (or other level) system password without console access. For example, an admin who locked themselves out of level-15 access after repeated failed attempts would write 15 to this object to unlock that privilege level's password.
