An admin cares because this count is what drives an eventual lockout once it reaches the configured maximum, and it signals a possible brute-force attempt in progress. For example, an admin who notices this counter climbing rapidly for the level-15 password would investigate the source of the failed attempts before it reaches the lockout threshold.
