This read-create INTEGER reports the status of the WAN backhaul link with respect to WAN metrics configuration: notConfigured, up, down, or testState. It's the ANQP-advertised signal that tells Hotspot 2.0 clients whether the venue's uplink to the Internet is currently functioning, independent of the local Wi-Fi link. For example, if the venue's backhaul circuit fails, an admin (or automated logic) would set cLHotspotWanLinkStatus to down so client devices know not to expect Internet access even though the AP itself is still reachable.
