What is cLHotspotWanDownlinkLoad?

This read-create Unsigned32 (0 to 255) represents how loaded the WAN backhaul's downlink currently is, scaled linearly so 255 equals 100%, measured over the interval given by cLHotspotWanLoadMeasDuration. It gives an admin (and Hotspot 2.0 clients reading the ANQP advertisement) a live indicator of downlink congestion on the venue's Internet circuit. For example, if this value climbs toward 255 during a busy period, it signals the downlink is nearly saturated and new client sessions may see degraded throughput.
