This read-create RowStatus controls creation and deletion of a row in the OSU (Online Sign-Up) provider table, which lists the entities through which a client device can register for Hotspot 2.0 access. An admin activates the row once the provider's URI, methods, and friendly name entries are configured underneath it. For example, after configuring cLHotspotOsuProviderServerUri and the provisioning methods for a new signup provider, the admin sets this RowStatus to active(1) to publish it.
