This read-create RowStatus controls creation and deletion of a row in the OSU provider friendly name table, which holds the human-readable, language-tagged name shown to clients for a given signup provider. An admin activates a row once the friendly name text is configured for a particular language entry. For example, an admin supporting both English and French speaking clients would create and activate two friendly-name rows for the same OSU provider, one per language.
