This read-create RowStatus controls creation and deletion of a row in the (current) EAP authentication table, all of whose writable columns can be modified once the row is made active. An admin uses it to add or remove an EAP method entry describing how clients of a given realm should authenticate. For example, when adding EAP-TLS support for a realm, the admin creates the corresponding EAP auth row and sets cLHotspotEAPAuthRowStatus to active(1) to enable it.
