This read-create RowStatus controls creation and deletion of a config-tone entry: setting it to createAndGo creates a new row (which the agent then marks active on success), and setting it to destroy removes an entry. An admin uses this to explicitly add or remove tone-detection configurations on the VISM module. For example, an admin retiring an obsolete tone-detection configuration sets its vismConfigToneDetectRowStatus to destroy to remove that entry.
