An administrator sets this to allow a partition to absorb bursts of inbound traffic beyond its guaranteed reservation without unbounded growth. For example, raising this value for a partition experiencing frequent inbound traffic bursts would let it temporarily use more ingress bandwidth whenever the interface has capacity to spare.
