An admin cares because this indicates the connected device is sending high-priority traffic faster than its contracted PCR allows, which the switch enforces by dropping the excess rather than letting it through unchecked. For example, if a customer's equipment is misconfigured and bursting above its provisioned PCR, this counter incrementing would alert the admin that legitimate but over-rate high-priority traffic is being policed away.
