What is cwacsHighIngRcvEFCI1?

This read-only counter holds the upper 32 bits of the 64-bit count of EFCI=1 cells received in the ingress direction before the CoS queue (cwacsHCIngRcvEFCI1), with the lower 32 bits in cwacsIngRcvEFCI1. An admin combines this with the low-order counter to accurately trend how much already-congestion-marked traffic is arriving on a high-throughput channel over long monitoring windows. For example, when investigating a persistent upstream congestion issue affecting a busy trunk over several weeks, the admin would use this high/low counter pair to compute a true cumulative count of congestion-marked cells rather than a wrapped 32-bit figure.
