An admin uses this together with the low-order counter to accurately track high-volume discard-eligible ingress traffic on fast channels where a plain 32-bit counter would wrap too frequently to be useful for long-term trending. For example, when building a daily traffic report for a high-throughput channel, a management system would combine this high-order value with the corresponding low-order counter to compute the true total CLP=1 cell count for the day.
