What is cwacsHighIngEFCI0Discard?

This read-only counter holds the upper 32 bits of the 64-bit count of UPC/PCR-compliant EFCI=0 cells discarded at the ingress CoS queue (cwacsHCIngEFCI0Discard), with the lower 32 bits in cwacsIngEFCI0Discard. An admin combines this with the low-order counter to accurately track, over long periods, how much compliant and not-yet-congestion-marked ingress traffic is nonetheless being lost to local queue congestion on a high-speed channel. For example, a long-running investigation into unexplained loss on a busy circuit would use this high/low counter pair to get a reliable cumulative discard total, confirming whether local queue congestion is a persistent contributor over the full period rather than an artifact of counter wraparound.
