An admin combines this with the low-order counter to accurately measure sustained rate-violation discards of low-priority traffic on a busy channel over long monitoring windows. For example, tracking a full billing period's worth of UPC discards for CLP=1 traffic on a high-speed circuit would require this high-order value paired with the low-order counter to avoid an inaccurate total from 32-bit wraparound.
