What is cwacsHighIngCLP1CoSDiscard?

This read-only counter holds the upper 32 bits of the 64-bit count of CLP=1 cells discarded at the ingress CoS queue due to overflow (cwacsHCIngCLP1CoSDiscard), with the lower 32 bits in cwacsIngCLP1CoSDiscard. An admin combines this with the low-order counter to accurately trend how much low-priority ingress traffic is being shed under congestion on a high-speed channel over long time periods. For example, when producing a long-term congestion report for a busy trunk, the admin would sum this high-order value with the low-order counter rather than relying on the 32-bit counter alone, which would wrap during sustained heavy congestion.
