What is cwacsHighIngCLP0UpcTagged?

This read-only counter holds the upper 32 bits of the 64-bit count of CLP=0 cells re-tagged as low priority by ingress UPC policing (cwacsHCIngCLP0UpcTagged), with the lower 32 bits in cwacsIngCLP0UpcTagged. An admin combines this with the low-order counter to accurately track, over long periods, how much nominally high-priority traffic on a busy channel is being downgraded rather than dropped by the policing function. For example, a long-term audit of a high-throughput circuit's traffic-shaping behavior would use this high/low counter pair to get a reliable total of downgraded cells rather than a figure skewed by 32-bit counter wraparound.
