What is cwacsHighIngCLP0UpcDiscard?

This read-only counter holds the upper 32 bits of the 64-bit count of CLP=0 cells discarded by ingress traffic policing for UPC/PCR violations (cwacsHCIngCLP0UpcDiscard), with the lower 32 bits in cwacsIngCLP0UpcDiscard. An admin combines this with the low-order counter to accurately track rate-violation discards of high-priority traffic on a busy channel over long periods without the plain 32-bit counter wrapping and understating the total. For example, if a customer is chronically oversending above its contracted PCR on a high-throughput circuit, the admin would use this high/low counter pair to get a true cumulative discard count over weeks rather than a wrapped, misleadingly low figure.
