What is cwacsHighIngCLP0CoSDiscard?

This read-only counter holds the upper 32 bits of the 64-bit count of CLP=0 cells discarded at the ingress CoS queue due to overflow (cwacsHCIngCLP0CoSDiscard), with the lower 32 bits in cwacsIngCLP0CoSDiscard. An admin combines this with the low-order counter to reliably track even rare high-priority discard events on a busy channel over an extended monitoring period without the underlying 32-bit counter wrapping and hiding the true total. For example, when investigating a long-running intermittent quality issue on a critical high-throughput circuit, the admin would use this high/low counter pair to get an accurate cumulative count of high-priority discard events across the full monitoring window.
